SCA Standards and Certification Workshop

  • In April 2008, government officials gathered together with representatives of the advanced wireless industry to hold an inaugural European workshop focusing on the future of the SCA and exploring in detail SCA Test Evaluation and Certification. The outputs from this workshop provided a basis for the Forum’s “Test and Certification Guide for SDRs based on the SCA – Part 1: SCA” which has acted as a valuable resource for government acquisition authorities and radio manufacturers across the industry, and has been referenced in at least one procurement activity. Since that time, a number of events have occurred impacting the community as a whole:
  • In December 2008, the European Secured Software define radio Referential (ESSOR) contract was awarded, providing a mechanism for the development of an SCA based architecture that will be supported by the European Defense Agency (EDA)
  • In August 2009, the JTRS JPEO announced the “SCA Next” initiative, looking at addressing some fifty change proposals in updating the SCA 2.2.2 specification. In support of this activity, the SDR Forum formed the SCA Next Task Group to propose solutions on two specific change proposals and to provide additional recommendations on other change proposals as appropriate. 
  • In November 2009, EDA held a workshop on SDR Standards and Certification, and during this workshop proposed a three category approach to SDR standards:
    - Category 1: Open standards with unlimited public access, managed in the best interest of all stakeholders
    - Category 2: Limited distribution standards for sensitive multi-national needs, such as for coalition interoperability
    - Category 3: Standards with highly restricted access for specific national and sovereign interests
  • In December 2009, the Forum announced changes in its organizational structure, to include rebranding as the Wireless Innovation Forum (SDR Forum Version 2.0) and the promotion of the Forum’s SCA Work Group to Committee Status as the Coordinating Committee on International SCA Standards
  • In February 2010, the Forum’s members officially endorsed the 3 category approach previously proposed by EDA and agreed to the responsibility of the first category


In light of these events, the Wireless Innovation Forum (SDR Forum Version 2.0) will hold a workshop exploring the evolution of the SCA and related standards over the next several years. The workshop will be broken into two sessions, with the morning session focusing on harmonization of SCA standards worldwide, and the afternoon session exploring the requirements for certifying SCA based systems. Outputs from this workshop will drive the work plans for the Forum’s Coordinating Committee on International SCA Standards in 2011.

Who should attend?

The target audience for this daylong workshop includes procurement authorities, producers of radios, radio components and tools, who need to minimize the time and cost associated with developing and certifying software-defined radios and wireless communications systems utilizing SCA based standards.
